For a public conversation to be successful, productive and mutually beneficial, the participation of all people concerned is of paramount importance. It would be detrimental to all participants if the absence of some sections of the community from this exchange were to jeopardise the very foundations of the communal living of all members of a society, whether the well-established members or newcomers to it. However, in regard to migration, one cannot hide the feeling that the majority of the public pronouncements made are about migrants, and that if we were to attempt a census of the declarations, notifications, policies, suggestions, surveys and studies on the topic, we would see that the migrants’ opinions, ideas and suggestions are much more contained and, by comparison, considerably fewer in number and influence.
